Locates a file object, by absolute URI.

Parameters:

baseFile - The base FileObject.

fileUri - The uri of the file to locate.

fileSystemOptions - The FileSystemOptions

Returns:

The FileObject

Throws:

FileSystemException - if an error occurs.
